RESPONSIBILITIES
The Senior Manager, Contracts will be assigned a group of contracts for security and mission support services, with emphasis on logistics, operations and maintenance and base operations. The Senior Manager will have full responsibility for contract administration and support, working in concert with program personnel and external customers. This role also may require assistance with business development and proposal creation for new business opportunities.
Act as a primary interface with internal and external Customers, Teaming Partners and Vendors to identify and assist in meeting contractual requirements and achieving contract and procurement compliance
Facilitate contract execution by working with Government Contracting Officers (COs), Administrative Contracting Officers (ACOs) as well as Contracting Officer Representatives (CORs) and individual Program Managers
Work with PMs/DPMs to ensure contractual issues are handled in a timely manner
Coordinate with finance and accounting departments to ensure customer billing is in accordance with contract requirements and/or applicable laws and regulations and assist in ensuring prompt and accurate payment from customers
Supervise the preparation, review, and execution of administrative specifications for contracts and new or existing agreements
Supervise and/or assist with the resolution of contractual issues, including interpreting contract language and negotiating contract changes
Assist in business capture activities and assists in the formulation and development of technical proposal content to include staffing and operational requirements
Participate in Project Management Reviews Prepare and maintain internal contracts reports.
Assist with client audits, as necessary (DCAA, DCMA, State, DOE, Internal, etc)
Prepare and process contract closeout documentation in coordination with appropriate TC Departments
Other duties as assigned
QUALIFICATIONS
Seven (7) years of experience in contract management and procurement-related roles; this would include experience in the following areas, contract management, proposal development, pricing strategies, incurred cost submissions, indirect rates, FFP, CPFF, CPAF, IDIQ, T&M, LOE, BPA, MOBIS, auditing/DCAA, contract negotiations with the federal government and contract closeouts
Bachelor's Degree from accredited college or university or equivalent experience
Experience with wage determination contracts (SCA, CBA, WD, etc.)
Ability to research, interpret and analyze precedent decisions, laws and regulations including, but not limited to, the FAR, various Agency FAR supplements and various GSA schedules.
Accounting or financial administration background
Program Management/Project Control experience
Experience with large high value single award and multiple award contracts focusing on the DoD, DOE and DoS communities
Experience with logistics, O&M, facility and base operations contracts preferred
Demonstrated ability to manage multiple projects simultaneously in a fast-paced dynamic and fluid environment
Superior organizational and time management skills, as well as the ability to work in a team environment and display professionalism
The confidence and abilities to prepare and engage in oral and visual presentations to management, executive board and other contracting officers
Demonstrated skill in maintaining contract files, the administration of contract modifications and the development of cost proposals
Proficiency and skill working with Microsoft Office

WORKING CONDITIONS
Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.
PHYSICAL REQUIREMENTS
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
