General Statement of Duties:
The Manager of Business Systems, Administration and Finance, will oversee both the strategic development and day to day work of WSU Colleague Finance modules including all finance elements of other Colleague modules and Commonwealth of Massachusetts HRCMS and MMARS systems, and all related databases, system elements of Finance and Human Resource, along with other systems supporting Finance and Human Resources. The position requires an experienced system professional who can understand complex business requirements related to Finance, Human Resources, Payroll, reporting and data management, and security while envisioning new and improved in-system business processes and solutions to streamline operations and create efficiency. The position will develop relationships and collaborate with stakeholders across all functional areas (e.g., HR, Payroll, Accounting, Finance, Student Accounts, Procurement, Facilities, and ITS, etc.) to maintain and develop processes that will support best in class operations and an excellent employee experience. The Manager of Business Systems A&F reports to the CFO and serves as the lead for the Finance and Administration Systems, Human Resource Information Systems, and related system security and reporting systems utilized at WSU within A&F. The Manager is responsible for strong systems administration, business process development, security management, and data analytics and reporting for the Administration and Finance (FA&O) division. This includes developing and delivering training on systems functionality to campus, providing system administration including yearend processes and roll overs, optimizing and automating business process development, reporting and analytics, and ensuring data quality. In connection with Information & Technology services (IT), this team ensures system uptime. The Manager collaborates with IT and the A&F Department leads to implement upgrades, enhancements, additional systems, and reporting strategies.
Responsibilities:
The position is responsible for assisting the Budget, Controller's, Employee Services, Student Accounts, Center for Operational Excellence, and other areas within A&F by managing systems, data, and reports, as well as ensuring system security for all utilized systems. The objective is to ensure the efficient functioning of these systems, while delivering precise and timely information to all stakeholders at WSU.

Systems Administration
(E) Support the deployment, monitoring, maintenance, development, and upgrades to support Colleague, HRCMS and MMARS for A&F; Review upcoming product releases for business functionality, and ensure timely training communications to campus.
(E) Support continuous improvement and service delivery excellence by ensuring a well-controlled system environment; Partner with IT to ensure support, security, and interfaces are considered as a part of new releases.
(E) Provide recommendations to utilize current and new functionalities, and designed business processes, within Colleague, HRCMS and MMARS to advance Institutional strategies;
(E) Leverage the capabilities of Colleague/HRCMS/MMARS and other financial systems, to maximize system efficiencies and build sound business processes;
(E) Support Colleague/HRCMS/MMARS system upgrades, testing, and other data management and integration activities; Data import activity/validation/support (mass data updates as needed).
(E) Provide project management oversight for decentralized projects, programs, and initiatives related to system functionality, reporting and security;
(E) Design the process for role-based security administration for users access across A&F, with heightened awareness of personally identifiable information, Family Educational Rights and Privacy Act, and confidentiality;
(E) Ensure Colleague/HRCMS/MMARS business processes are current, and align with regulatory requirements;
(E) Ensure records and data are appropriately available for reporting according to legal and regulatory guidelines;
(E) Resolve escalated issues arising from operations, requiring coordination with other departments, including Information Technology Solutions;
(E) Continuously increases knowledge in Colleague/HRCMS/MMARS technology by serving as an expert on functional capabilities, staying informed on product capabilities and trends, and interacting with the Colleague/HRCMS/MMARS community.
Analytics and Reporting
(E) Understand metrics and measurements to determine WSU standards for reporting and needs in A&F;
(E) Manage reporting structures for A&F, pulling data for external reporting, and to ensure accurate data for internal reporting departments.
(E) Design manager dashboards within Colleague/HRCMS/MMARS, to drive activity in systems.
(E) Identify workforce reporting needs for WSU campus to focus action and achieve results.
(E) Partner with other data analysis teams to tell the WSU story related to A&F operations.
Strategic Leadership
(E) Provide leadership to the community through system administration, reporting & analytics, and customer service support representing the departments within A&F
(E) Understand the strategic initiatives of the University while working with departments in A&F set transformative department goals to develop and implement ways to support the University's strategic initiatives.
(E) Embrace a service philosophy with all stakeholders.
Additional Responsibilities
(E) Provide customer service support to campus and resolve inquiries regarding Colleague/HRCMS/MMARS processes and functionality.
(E) Develop training documentation to minimize re-occurrences of user error and provide periodic training for end users on system processes and procedures;
(E) Build and Maintain the Colleague/HRCMS/MMARS Knowledge Base for campus reference
(E) Demonstrates civility and professional, customer-service oriented behavior, worthy of emulation by other staff and students.
(E) Responsible for contributing to the WSU Strategic Plan.

Requirements:
Required Qualifications:
Bachelor's degree in related field.
Five years' experience leading a team of systems experts, charged with assessing and developing systems to meet an organizations' business requirements.
Five years' experience in development and configuration of Colleague/HRCMS/MMARS Systems.
Five years' experience in supporting the needs of administrative units through systems, data and information
Extensive experience with Excel, SAP Business Analytics and other database tools
Have a deep understanding of the organization's mission, vision, and goals, and be able to develop and execute a strategic plan to achieve them.
Possess strong leadership skills, including the ability to inspire, motivate, and empower their team members, and to lead by example.
Apply excellent communication skills, including the ability to communicate clearly and effectively with different stakeholders, including executives, team members, clients, and customers.

Preferred Qualifications:
Experience leading ERP systems in higher education.
Report writer experience.
Knowledge of Tableau or like data visualization software.
Experience participating in/leading Lean Six Sigma activities.
Possess Colleague/HRCMS/MMARS certification(s) in the relevant domains.
Lean Six Sigma certification.
Project Management experience at complex organization.
Proven ability to translate business needs to effective systems processes.
Additional Information:
This is a full-time, benefited, exempt, professional APA position. The firm annual salary range for this position is $80,000 - $85,000, commensurate with relevant professional experience and education.
