The HSSE Manager will fully support Shell Catalyst and Technology’s vision to drive Goal Zero HSSE performance by embedding a culture of caring for others, and mentoring employees with regard to risk identification and mitigation. The position directly reports to the PIMZ Plant Manager.

What’s the role?

The HSSE Manager provides Health, Safety, Security and Environmental support to the Martinez catalyst plant in Martinez, California.

He/she will be responsible for implementing and sustaining compliance with the Shell HSSE Control Framework requirements and Federal, State & Local HSSE regulations.

Primary Purpose:


Advises on all aspects of Health, Safety, Security and Environmental (HSSE) and security programs to facilitate compliance with internal and external regulations and standards.
Provides Leadership, advice, support for, and develops HSSE activities and HSSE programs at the location, including but not limited to:
Health: Manages hearing protection and respiratory protection programs and perform inspections associated with these items, as well as work with a contractor to complete annual Industrial Hygiene sampling. Manages Site Specific Fitness to Work Program and other various health programs to comply with Federal, State, and Local Regulation or Health Orders;
Safety: Provide guidance and assistance in regulatory training program development and delivery, including state and federal regulations, as well as Shell Control Framework; maintain and enforce site HSSE Procedures and Standards;
Security: Security Focal Point for the site and direct onsite contract security activities as well as interact with county emergency response services;
Environmental: Ensure compliance to environmental programs related to air, water, and waste. Provide technical expertise of Air Permit and to ensure plant remains in compliance with all Environmental Regulations.
Member of the SC&T Martinez Leadership team.
Member of the SC&T Martinez HSSE Committees including being Advisor to plant Site Safety Leadership Team
Manage 1 Security Guard Contractor,1 HSSE Admin Contractor, 1 Field Safety Specialist Contractor.
Leads/facilitates Incident Investigation, data analysis, causal learning, and reporting
Identifies new technology (in tools, project design, etc..) to lower HSSE risk in HSSE at Martinez
Integrates Lean concepts (visual information) to keep HSSE risk awareness high on site
Partners with Projects HSSE Advisor to assure project safety in design and operation


Special Challenges


Maintaining relationships and communication with regulatory agencies, for example: FRA, CCHS and Hazmat, CalARP, Local Municipalities.
Maintaining compliance with complex California Safety and Environmental regulations
Maintain a clear understanding of S&E accountabilities within the catalyst plant HSSE function, facilitate open and honest working relationships and be seen as a valued partner by the business.
Develop and maintain an effective working relationship with Martinez Leadership Team, Logistics, Frontline Operators and Mechanics and Contractors
Business Partnering- Serve as conscience to the Business to communicate and enforce Stop Work Responsibility
Ensure effective and timely delivery of the non-plant manufacturing HSSE programs
Anticipate limited travel to Catalyst Plants but <10%.


Skills & Requirements

What we need from you –


Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Incumbent should be either a HSSE professional or operational or technical professional who has held HSSE roles previously
At least 10 years of experience working in HSSE, Operational or Technical roles. Experience managing S&E in a manufacturing environment would be an advantage.
A Bachelor’s Degree would be an advantage.
Strong relationship and influencing skills to facilitate building an effective partnership with Shell Catalyst and Technologies.
