Description

The Director, Strategy Advancement leads the Medicaid RFP proposal development process for State Medicaid contracts that typically range between $300 million and multi-billion dollars in value. This role is accountable for ensuring teams of Medicaid proposal professionals, subject matter experts, senior leaders, and executive sponsors create compliant, responsive, and compelling proposals that align with RFP and contract requirements. The Director collaborates with department leads and company executives to provide data-based strategic direction to identify and address business issues and opportunities to position Humana as the right choice for our State partners. Provides proposal intelligence and best practices, as well as strategic planning support for the functional areas and teams involved in the proposal development process. The Director, Strategy Advancement requires an in-depth understanding of how organization capabilities interrelate across the Medicaid and larger Humana organization.

Responsibilities

The Director, Strategy Advancement is primarily responsible for managing the response to State issued Medicaid RFPs/RFAs/RFIs, including full-scale proposal management, development of written responses to questions, leading large-scale meetings, and coordination of multiple draft reviews (including the final executive level review) that result in winning proposals. Scope of work includes pre-bid strategy build, capture management, proposal submission, follow-up and finalist presentations, protest consideration, and post-award debrief/competitive intel gathering. The Director initiates endeavors to analyze complex technical and operational business problems and issues relative to the RFP and associated contract requirements using data from internal and external sources. Brings expertise or identifies in support of multi-functional efforts to identify, interpret, and produce recommendations and response strategies based on company and external data analysis. Ensures proposals align with Humana's corporate vision. Decisions are typically related to the identification and development of new/updated initiatives/programs for the functions and supporting technical/operational procedures and processes to be included in the proposals. Leads, drives, and the strategic direction, goals and objectives, and structure of our Medicaid proposals. This position interacts with senior leaders and executives throughout Humana's Medicaid division, as well as other areas of the company. Selects, develops, and evaluates proposal management personnel ensuring efficient operation of the function(s).

Required Qualifications

Bachelor's Degree

6 or more years of technical experience

3 or more years of Medicaid proposal management experience

Must be passionate about contributing to an organization focused on continuously improving consumer experiences

Preferred Qualifications

Master's Degree (preferred)
