The Associate Director, NA RegionalProcurement Operationsleads thelargest regional GP Operations and Service Provider Managementteamto maximizethevalue provided to the business by partnering with the appointed Global ProcessDirectors(GPDs), for all in-scopesub-processes (Vendor Management, Contracting Operations, Requisition to Purchase Order, and Service Desk).TheRegionalOperations leadis responsible for collecting and sharing detailed knowledge of regional and local requirements, ensuring these requirements are appropriately accounted for within the global processes.
In addition, this lead helps to manage theregionalexecution of all globalprocesses/platforms, while drivinggovernance of regional projects. This role ensures stabilization of regional process/project implementation, while assessing regional process/policy performance. This role will also be responsible for directing operational activities related to the Oracle to SAP integration to ensure business continuity. Conclusively, this role will help drive continuous improvement and cohesively integrate with other business functions via relationship building and influence.
Major Responsibilities and Accountabilities:
Engage process stakeholders at all levels to solicit their input and earn buy-in on new initiativesin Strategy to Order Operations (Contracting, Vendor Master, Requisition to PO, and Service Desk)and other SP&O initiatives
Serve as the ambassador for the respective Strategy Process and Operationsfortheassigned Region(s)working closely with the Service Delivery Provider
ManageRegionalOperationsas needed,assisting with market escalations anddeveloping, simplifyingand continuously improvingglobal processes and policies
Work in concert with fellowRegionalOperationsacross the end-to-endSP&Oprocess areas to share insights and drive collaboration
Collaborate with Global Process Leads (GPLs) and IT to provide input on systems including ERP, data warehouse, business intelligence and end user applications to ensure they effectively and efficiently supportProcurement Operations process goals for regional variations, as applicable
Collaborate withService Delivery Providerto drive the implementation of major process and technology improvement initiatives, ensuring both successful alignment to Global Processes as well as Regional Strategiesand post-implementation stabilizationand adoption
Lead critical operations for Oracle to SAP Ariba system integration activities and testing for Procurement Operations (Vendor Master, Requisition to Purchase Order, and Contracting)
Understand and analyze operational differences between heritage Celgene and BMS operating model to ensure smooth and seamless transition of services for the US and Puerto Rico SAP integration
Maintain strong relationships and partnerships withSP&OGlobal Process Directorsand market leads to communicate a clear vision for processes across the operating model and region, to ensure:

Communicate information, through thoughtful translation and personalization, with regional stakeholders on global process intent, design, supporting technologies, procedural steps, hand-offsandKPIsrelevant forassigned region
Provide timely communications and updates on activities and issues to the GPLs andSP&O Leaders; proactively participate in process governance
Collects feedbackand expectations fromallstakeholders in the markets about evolution of business requirements, desired evolution of processes, and continuous innovation ideas
Ensureprocesses enable compliance withrelevant legislation andcompany procedures within assigned region, and communicateanynon-compliancerisksto theRegionalOperations
Work with Procurement Operations and SP&C Leaders in order to:
Ensure services are provided at competitive costs and to fully understand and improve business results
Anticipate needs,assess and manage business risk-taking; escalate issues that may impact the assignedregion
Proactively support new project identification, business case development and implementation within assigned region, aligned to the GlobalStrategic Sourcing & Procurement Strategy
Contribute to the identification of consistent KPIs and targets based on the approved global business process and adjusted for locally required customizations, and support the development andreporting assessment of key regional metrics
Assist with change management , training and adoption by participating in and contributing to organization, stakeholder and end-user impact analysis within assigned region and for heritage Celgene.
Collaborate with Global Process Leads to coordinate and complete UAT for Celgene system integration
Collaborate with BP&S Category Leads and Sourcing Excellence Leadership to foster stronger understanding and awareness of Ariba S2P processes, gather feedback on processes and Buy@BMS support teams, and develop a stronger end-to-end relationship with the Strategic Sourcing & Procurement BPO teams
Support multiple US sites with coordination and leadership of end-user feedback gathering and training, including the transition and training for legacy Celgene sites transitioning to the SAP Ariba operating model
Direct the heritage Celgene contract coordinator team, overseeing US centralized administrative support for Source to Pay activities and transitioning coordinator functions to the Procurement Operations organization
Foster and cultivate a culture that embraces best practice, innovation, learning and continuous improvement; create excellent internal and external customer experience as defined by theProcurement Operations and Strategy, Process, and Capability Leadersand his/her appointed Sub-GPLs.
Qualifications:
Minimum Requirements:
B.S./B.A.
Minimum 8 years or relevant experience in related business or key Procurement Operations capabilities (e.g., Source to Pay Operations, Procure to Pay Operations, Supplier Management, Vendor Master, Requisition to Purchase Order, Contracting, Risk Management, Category Management) experience
Minimum of 3 years Managerial experience and strong leadership skills
Minimum of 3 years Pharmaceutical Procurement experience
Experience with a large ERP system and Source to Pay tool - SAP, Ariba, and/or Oracle strongly preferred
Experience leading and participating on cross-functional and/or global teams
Proven / Successful leadership track record including managing teams and establishing performance expectations
Internal stakeholder management and strong virtual team leadership
Data/information and analytics management (including KPI's and SLA's), continuous improvement expertise, and project management skills
Expert communication, organizational, and presentation skills
Demonstrated Customer Service mindset and successful ability to lead through influence rather than authority
Ability and willingness to travel domestically and internationally as needed to BMS sites and Service Delivery Provider locations
Preferred Qualifications:
M.S./M.B.A.
Experience with large enterprise S2P / P2P systems and Contracting Tool/Repository.
Professional certifications (e.g. CPM, CPIM).
