SUMMARY

Serves as a Procurement Manager as directed, performs a variety of procurement duties which requires an understanding of government contractor procurement procedures, U.S. Government procurement procedures and requirements of Federal Acquisition Regulations (FAR)  and Defense Federal Acquisition Regulations (DFAR).  Utilizes a web based work order system to coordinate purchases of work orders.

Essential Duties & Responsibilities :

Coordinates with vendors to fulfill supply chain requirements.  Coordinates service contract needs, materials, parts and maintenance services.

Locates materials, parts and assemblies and identifies a vendor based on availability of the item(s) and pricing.

Coordinates and purchases supplies and material based off anticipated receiving date of material, parts, and assemblies in accordance with requisition received for all types of work documents, warehouse stock reorder and other pertinent requests.

Procures property through authorized sources and competing vendors to provide the government the best value.

Coordinates with Department Managers and vendors on overdue materials and tracks the material(s) to expedite anticipated receipt date or to establish a revised delivery date to include updating all applicable reports.

Coordinates with accounting office as required to maintain accountable finance records and solve special billing issues and problems.

Originates necessary documents/forms and to query various computer work systems to extract information.

Performs various lower classified duties, such as, but not limited to, file maintenance, work space clean-up, and telephone answering.

Performs expediting of material and supplies as required.

Interpret Government regulations and apply as appropriate to work situation.

Comprehensive understanding of automated work management systems (i.e., Maximo) and other various computer applications such as Microsoft Office.

Compiles, records, updates and maintains a computerized logistics database for accountable property and parts (i.e. Maximo)

Adheres to government rules and regulations, company policies, and contract requirements.

Interfaces with military customers

Extensive communications and interactions with a variety of individuals and working environments this includes working closely with management and the National Guard customer.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

 Ability to work independently, or with minimal supervision, relying heavily on prior professional experience and knowledge of local and state regulations.

Ability to work as part of a dedicated team of professionals in a dynamic environment.

Ability to communicate both orally and writing with internal and external clients and co-workers.

Ability to follow direction a must.

Determine the kind of tools and equipment needed to complete each task assignment.

Must be comfortable with high intensity work environment.

Associates Degree or higher.

Must have prior management experience.

Ability to obtain and maintain secret level security clearance, granted interim clearance within 90 days of employment.

Must be able to read, understand, and communicate effectively and clearly the English language.

Must be able to read simple instructions.

Must be able to perform simple tasks independently after being given specific instructions.

Must have general knowledge of simple office equipment.

Mature judgment and ability to work with little or no supervision.

Must have a valid driver's license.

Perform other tasks as assigned by Supervisor or Management.

Desired Experience and/ or qualifications:

Preferred 3 years experience and familiar with Government Contracting.

Accredited degree in business or management.

Experience using Maximo and Cost Point database systems, MS, Excel, MS Access data management, and macro applications.

Multiple years of purchasing agent experience for large construction or contract support company or corporation.

Managing corporate credit cards.

Working knowledge of Account Payable process.

Working knowledge of Federal Acquisition Regulations (FAR/DFAR) for contracting operations.

This position requires regular attendance and punctuality in accordance with comply policies. Additionally, the ability to interact well with other employees and work overtime, as necessary, is required. This position description is not all inclusive and other duties, responsibilities, and accountability's may be assigned as deemed necessary by management.

Additional Qualifying Factors:

As a condition of employment, candidates must have acceptable background check results and pass a pre-employment screening.

This position may be subject to random drug and/or alcohol testing on an unannounced basis.

Working Environment / Physical Activities:

The work environment is an office setting, where employee should be familiar with common office equipment such as printers, copiers, and fax machines. Work is mostly performed from a sedentary posture. The employee is regularly required to hear, talk, sit and use hands and fingers to operate a keyboard and phone. The employee may be occasionally required to reach with hands and arms and lift, handle, or move objects weighing up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust vision.
