PROGRAM DESCRIPTION

The Commute & Transportation Services team manages transportation planning and transportation demand management (TDM) programs for a large Puget Sound campus and corporate office facilities across North America. The team is dedicated to providing employees with a variety of innovative transportation options that reduce their reliance on driving alone.

JOB SUMMARY

The Sr. Program Manager, Transportation is responsible for managing all aspects of the Commute & Transportation Services program for a large campus and portfolio of sites across North America. This position develops innovative technology and programs that promote the reduction of single occupancy vehicles and traffic congestion at client sites. This position provides leadership and oversight of a team and establishes policies and procedures for all transportation activities, including public transit service, campus and commuter shuttles, rideshare programs, active transportation, employee engagement, and air quality compliance, among others. This positon also provides oversight for marketing and communications, vendor management, and client relationship management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develop and execute strategic and tactical plans that further the development of a best-in-class employee commute and transportation program.

Develop and implement customized Transportation Demand Management (TDM) program elements, including rideshare, transit, ride-hail, walking, bicycling, shuttles, and employee engagement programs.

Act as a Subject Matter Expert (SME) and central liaison with business leaders, department managers and all relevant internal and external stakeholders.

Lead conversations with transit agencies, Transportation Management Associations (TMAs), public officials and internal stakeholders to identify, fund and implement transit or other commute improvement projects.

Manage all aspects of a large commuter, campus, and on-demand shuttle system.

Source and manage third-party vendors as needed, including shuttle, rideshare, parking, and technology vendors.

Manage all applicable commute-related air quality compliance programs, including data collection, employee surveys, and reporting.

Facilitate data analysis and reporting across all program elements, including program success metrics, ridership data, route performance data, environmental impact, and financials.

Ensure that department savings and budget goals are met. Develop operating plans and cost estimates for personnel, equipment, vehicles, services, and supplies.

Develop short and long-range plans to upgrade automation, technology and equipment and maintain state-of-the-art operations.

Manage distribution of transportation passes, carpool permits, and other commute-related resources.

Oversee elements of parking programs, including garage sourcing, contract and accounting management, utilization and capacity planning, and technology integration.

ADDITIONAL SUPERVISORY RESPONSIBILITIES

Provide formal supervision to multiple direct reports, each responsible for a component of the overall program.

Approve recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination.

Plan and monitor appropriate staffing levels and utilization of labor, including overtime.

Prepare and deliver performance appraisal for staff.

Mentor and coach team members to further develop competencies.

Lead by example and model behaviors that are consistent with CBRE’s RISE values.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

BA/BS in urban planning, real estate, geography, business, sustainability, or a related field required. Advanced degree preferred.

6 years of experience, including management experience, working in transportation demand management, real estate, administration, or related field where relevant skills can be demonstrated

Enthusiasm for / interest in sustainable transportation

Desire to travel up to 10% of time

Demonstrated ability to manage a team and provide leadership that inspires a team to excel in a highly demanding environment.

Intellectual curiosity and a desire for continuous improvement

CERTIFICATES AND/OR LICENSES

PMI Program Management certification (PgMP) or other relevant certifications

COMMUNICATION SKILLS

Experience building consensus across a diverse range of stakeholders and driving complex, cross-functional programs forward in a fast-paced, visible, and client-facing environment.

Able to comprehend, analyze, and interpret the most complex business documents.

Able to respond effectively to the most sensitive issues.

Write reports, manuals, speeches and articles using distinctive style.

Make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups.

Motivate and negotiate effectively with key employees, top management, and client groups to take desired action.

FINANCIAL KNOWLEDGE

Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.

Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills. Draws upon the analysis of others and makes recommendations that have a direct impact on CBRE and the Client.

OTHER SKILLS AND/OR ABILITIES

Basic skills with Microsoft Office Suite products such as Word, Excel, Outlook, etc.

Good organization and time management skills.

Knowledge of transportation demand management concepts and strategies.

Good organizational skills.

Must work well under pressure with multiple deadlines and demonstrate a proactive approach to routine and non-routine occurrences.

Able to work flexible work schedules based on business need.

Strong problem-solving skills. Highly adaptable and flexible.

ADDITIONAL SCOPE OF RESPONSIBILITY

Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve general results. Responsible for setting department deadlines. Errors in judgment may cause short-term impact to co-workers, supervisor, and the Client. Must reflect the CBRE RISE values (Respect, Integrity, Service, Excellence) in all daily working practices.

SAFETY:

Support and propagate CBRE safety culture.

Complete at a satisfactory level all required and assigned HSE training;

Follow all activity policies and procedures, including all HSE related requirements at all times;

Participate in all HSE related programs & activities as required, including incident investigations, interviews, auditing and assessment, etc.

Report any condition which you feel could result in an accident or injury and / or stop work if required.

As a Manager:

While adhering to all HSE requirements established for CBRE employees, supervisors and managers are required to:

Provide sufficient distraction free time for employees to complete all required HSE training & support the HSE training program implicitly;

Investigate and resolve (if possible) all reported unsafe conditions / acts and communicate results back to the affected stakeholders;

Support stop work authority when it is exercised in good faith;

Communicate any / all potential workplace hazards and workplace procedures.
