The Director of Contracts Administration reports to the Vice President of Contracts and Procurement (and Corporate Risk Officer) and will be responsible for managing a staff of 6 to 8 Contracts Administrators (or Managers) in their support of contract administration needs across all of ENSCO business lines serving government and commercial customers. The Director of Contracts Administration shall perform the following responsibilities: Coordinate the centralized scheduling of proposal and contracts administration activity across the company and ensure timely response from Contracts administrator staff. Establish processes to streamline response efficiency in areas including opportunity gate reviews, proposal response, contract administration, teaming, and non-disclosure agreements. Negotiate contracts, including price, terms and conditions, and reviews contractual documents for acceptability prior to execution.Ensure internal contractual compliance with relevant terms and conditions and compliance with designated management objectives.Serve as point of contact with business lines concerning specific contract questions, issues, and problems.Review and approves solicited and unsolicited proposals for submission to customers.Ability to draft special terms as needed based on business objectives.Interface with company management on issues related to contract performance and customer challenges.Ensure compliant contract administration, including the timely review and execution of agreements, appropriate risk identification and mitigation, and contract closeout activities.Participate in proposal reviews, including price strategy reviews.Develop good working / business relationships with senior contracts officials with major customer.Train, mentor and brief staff in contract administration and management.Ensure department high quality, compliant business / price proposal responses.Provide risk identification and recommend mitigation options.Train, mentor, and brief junior colleagues.Develop, retain, and maximize focus on customer needs and issues, and on the quality and responsiveness of deliverables.Ensure compliance with company policies and procedures and compliance with Government programs and initiatives. Bachelor’s Degree in a Business-related field or equivalent.Minimum of 10 years of relevant work experience with 3 years or more of proven staff supervisory experience. Knowledge of U.S. Federal Acquisition Regulations (FAR), applying knowledge to DoD and non-DoD US Government procurements.Knowledge of different contract, solicitation, and agreement types to include FFP, Cost Reimbursement, Time and Materials, ID/IQ, and Non-Disclosure/Proprietary Information Agreements.Knowledge of U.S. Government acquisition terms and principles relating to for example Limitation of cost/Funds, Government Property Management, and Data Rights.Direct responsibility for the preparation and submittal of proposals to include review of U.S. Government solicitations to ensure company compliance, preparation of certifications, development of proposal costing, and conducting direct interface with U.S. Government counterparts.Ability to work independently with minimal oversight.Working experience with Microsoft Excel.Ability to obtain and maintain a top-secret security clearance for which you must be a U.S. citizen.Excellent analytical, communication and negotiation skills.Knowledge of trends in government and industry that affect assigned business areas.#LI-DM1The Contracts and Procurement Division manages all aspects of the company’s contracts, proposal preparation/submission efforts, and procurement of supplies and services. The Division negotiates, awards, and administers contracts and subcontracts, including responding to and pricing proposals, monitoring contract/subcontractor performance, and managing change orders. The Division is also responsible for establishing and implementing Government Property Management, Export Control, and Procurement Policies and Procedures.
