Responsibilities Include:

This is a Portfolio Manager position in Idaho National Laboratory's (INL) Cybercore Integration Center, responsible for leading all aspects of a range of cyber-related projects focused upon Operational Technology which support the needs of the Department of Energy (DoE). The person in this position has project management and oversight responsibility for multiple ongoing, rapidly expanding projects, some of which are managed by other Program and Project Managers. The projects in the program are sponsored by various customers specific to the DoE. The person in this position is expected to A) ensure that all projects in the portfolio are managed properly in terms of cost, schedule, and performance; B) assign project tasks and strategic objectives; C) advise on and implement major project decisions on behalf of Cybercore leadership; D) respond to and provide recommendations to line leadership tasking; E) build DOE community relationships through business opportunity identification, concept development, and funding acceptance.

This exciting position requires project and business leadership skills, to include planning, coordinating, and driving project activities for various sponsors.

A self-starter and effective communicator who can provide true program leadership and vision for rapidly growing the DOE program for the next decade.

Must have a deep understanding of the US Energy Critical Infrastructure, the DOE community and their mission needs and requirements, and an understanding of Operational Technology (OT) and/or Industrial Control Systems and Supervisory Control and Data Acquisition (ICS/SCADA) systems.

Apply project management principles and methodologies to lead a range of projects across civilian and government control system platforms, achieving project requirements by teaming intelligence analysts, control systems experts, and cyber researchers, and resources to include personnel, funding, and facilities.

Develop and guide strategic direction for INL's future investments in cyber-related personnel and other resources by applying their experience and vision.

The person in this position is expected to understand the current landscape of cyber threats against the US and will be asked to find opportunities and support growth in a rapidly growing but sometimes congested global cyber security R&D business environment.

The portfolio manager is expected to have outstanding communications skills and experience-based gravitas that allows them to speak authoritatively with extraordinary cyber technical specialists while also having the ability to explain highly technical subject manner to non-technical professionals in an easily understood manner.

Interface directly with Cybercore leadership, across divisions within INL's National & Homeland Security directorate, and with lab leadership.

Maintain current relationships with our sponsors, and to cultivate new relationships with future sponsors.

A network of professionals within industry and government is expected. Cybercore is all about harnessing disparate skills and using that to implement projects that are vital to US national security. Therefore, the person chosen for this position must enjoy and thrive in a team environment.

Minimum Requirements:

PR0400 Baccalaureate degree plus 8 years of relevant experience, or Master’s degree and 6 years of relevant experience, or PhD and 4 years of relevant experience.

PR0500: Baccalaureate degree plus 12 years of relevant experience, or Master’s degree and 8 years of relevant experience, or PhD and 6 years of relevant experience.

Preferred formal educational background in one of the following: Business Administration, Project Management, Information Systems Management, National Security Studies, Computer Science, or related fields.

Ability to simultaneously address multiple complex tasks to meet commitments while maintaining quality of work and a professional interface.

Travel internationally to support assigned programs and projects.

Well qualified applicants will possess experiences in the specific roles and responsibilities outlined above as well as Project Management focused certifications/education (e.g. Project Management Institute Certification, FAC-P/PM, FAC-P/IT, DAWIA Program Management).

Experience: Prior management of a team with multifaceted strengths, establishing critical deliverables, and implementing program management that focuses on resource planning processes: specific experience in control systems cybersecurity as it applies to utilities and critical infrastructure.

This position requires the ability to obtain and maintain a Department of Energy Q clearance, with SCI, which requires US Citizenship.

Job Information

Salary Grade 230 ($121,212 - $206,232)/240 ($139,488 - $237,144)
