SUMMARY
Iyabak Construction, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Project Manager for various Alaska Projects. The Project Manager is primarily responsible for the daily management, supervision, coordination and successful completion of construction projects to meet the cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all major projects, including managing small, medium, and large complex federal projects. Project services include design/build, sole source, FFE, negotiated GMP and CM at Risk projects.
ESSENTIAL DUTIES & RESPONSIBILITIES

Coordinate internal resources and third parties/vendors for the flawless execution of projects
Ensure that all projects are delivered on-time, within scope and budget
Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
Ensure resource availability and allocation
Develop a detailed project plan to track progress
Use appropriate verification techniques to manage changes in project scope, schedule and costs
Measure project performance using appropriate systems, tools and techniques
Report and escalate to management as needed
Manage the relationship with the client and all stakeholders
Perform risk management and quality control to minimize project risks
Establish and maintain relationships with third parties/vendors
Create and maintain comprehensive project documentation and plans
Attend, facilitate, coordinate all required meetings and progress updates
Enforcing vendor and subcontractor contracts within the context of the project
Providing onsite project oversight and leadership of quality control and risk mitigation
Developing detailed cost estimates as needed
Responsible for developing, reviewing, and updating construction schedule, submittal review and tracking, subcontractor management, procurement, scheduling equipment and material deliveries, management of RFI process, project close-out documentation and coordination, and bid take-off, review and coordination.
Monitors and manages quality control, safety, and efficiency for construction operations.
Interacts with construction operations management to document and monitor changes in construction procedures.
Reviews drawings to address construction issues and ensures a good plan in advance.
Frequent travel to remote jobsites will be required.
Estimating self-performed/subcontractor work, pricing the labor, equipment, and material costs as needed.
Reviewing and incorporating historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports, job costs system, etc. into unit cost, man-hour, and crew production figures as needed.
Reviewing proposals specifications and drawings, preparing lists of bid items and quantities, and determining scopes of work.
Recommending vendors and subcontractors for various projects, discussing and obtaining appropriate quotations in coordination with the purchasing department.
Interfacing with the owner, internal design/build teams, and subcontractors to provide feedback and cost data regarding project feasibility.
Performing or coordinating detailed quantity takeoffs, assembling direct cost estimates and analyzing alternate construction methods/resources to determine and improve cost effectiveness.
Reviewing design options and/or recommending best solution/alternative based on cost-effectiveness, value engineering or availability of materials.
Tracking awarded contracts as required through review of cost reports and discussions with project and construction management.
Estimating extra work items and change orders.
Reviewing contracts for accuracy and completeness
Must be willing to relocate to project location.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications
Minimum 5 years of experience working in the construction industry, with a minimum of 2 years working on federal government construction projects.
Experience with OSHA, EM 385-1-1 and other regulatory requirements and industry standard
Experience in developing detailed CSI-based cost estimates.
Experience directing, training, and motivating field personnel.
Experience in a strong business, construction management, and delivery methodologies background.
Must be able to obtain GSA and military base passes and be able to operate motor vehicles on military installation.
Understanding of federal construction requirements and ability to adhere and manage.
Experience managing federal government construction projects is a requirement.

• Detail oriented with the ability to efficiently analyze and organize significant amounts of information regarding plan layouts, materials, and scheduling
Ability to produce accurate take-offs and estimates from conceptual and schematic drawings
Ability to produce detailed, final contract estimates
Ability to assess site exposures/construction risks and be able to appropriately analyze cost and reflect these in an estimate
Ability to identify constructability issues through the estimating process
Ability to identify value-engineering alternatives.
Prior advanced cost proposal and work breakdown development experience.
Ability to write, review and or edit cost narratives as required.
Preferred
Experience managing construction projects in occupied environments
Experience with Corps Of Engineers RMS
COE Construction Quality Management For Contractors Certification

Essential and marginal functions may require maintaining physical condition necessary for sitting, walking or standing, lifting, pushing, pulling, twisting, throwing, reaching, squatting, stretching, bending for prolonged periods of time; at times lift and carry as much at 60 pounds; near visual acuity to review written documentation; ability to hear and understand speech at normal room levels.
SUPERVISORY RESPONSIBILITIES
Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
