What's the role?
The GIS Program Manager develops, implement, administer, and continuously improve multiple tools, processes, and programs related to pipeline/terminal integrity and safety & regulatory compliance with an emphasis on the Shell Midstream Geographic Information System (GIS). As part of administration of the GIS, oversee a team of contract gatekeepers who input and maintain the GIS and interact with the GIS contract company regarding GIS projects. Prepare regulatory required annual reports for the Texas Railroad Commission, Louisiana Department of Natural Resources, Pipeline and Hazardous Materials Safety Administration and California State Fire Marshal. Facilitate regulatory-required risk assessment meetings with Subject Matter Experts. Also, build, influence, and establish/maintain a positive image for Midstream/SPLC by actively interfacing with regulators, trade associations, and other industry workgroups.
Primary duties will be in the areas of GIS, technical integrity, risk management, and regulatory support. The successful candidate will be expected to perform, manage, or develop expertise in the following:

The position is within Shell Pipeline Company LP – Operations Support group and will be actively involved in all aspects of the group's work. Key programs managed by the group include:
Geographic Information System
Integrity Management Program
Risk Management Program
Damage Prevention Program
Public Awareness Program
Operator Qualification Program
DOT Drug & Alcohol Program
Spill Prevention Program
The group also serves as the primary interface for regulatory agencies and industry groups including but not limited to: DOT/PHMSA - Office of Pipeline Safety, DOI Bureau of Environmental Enforcement, Texas Railroad Commission, American Petroleum Institute, and Association of Oil Pipe Lines.
The successful candidate will primarily support Midstream operations in the United States but will also be expected to provide integrity and regulatory support to other Shell Affiliates per Service Level Agreements and ad hoc requests.
Responsibility for overseeing contractor workforce that performs GIS input and upkeep. Oversee approximately 1 million in spend on GIS contract. Travel will be required and is estimated at approximately 15%. Majority of travel will be within the United States but may also include other international travel.

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor’s Degree in any major engineering discipline from an accredited college or university.
At least five (5) years experience in Pipeline/Terminal environment.
Geographical Information System (GIS) knowledge and skill is an advantage.
Familiarity with the applicable inspection and maintenance codes and standards (e.g. API 653, API 1160, ASME B31.4) preferred.
