Director of Employee & Labor Relations (DELR)

. The individual in this role independently manages and directs the employee and labor relations activities of the University consulting with, and reporting to, the Chief Human Resource Officer.

Essential activities assigned to this position include, but not limited to:

Negotiation of collective bargaining agreements as a representative of UM and a member of the statewide Montana University System (MUS) bargaining team

Contract administration and interpretation

Negotiation and resolution of employee/employer conflict

Consulting on matters of performance management

Application of due process in necessary situations involving potential corrective or disciplinary employment actions

Guidance/coordination of related management activities consistent with the mission of UM

The person occupying this position provides supervisory oversight of the professional employee performing the Worker’s Compensation/ADA function within Human Resources. The individual assigned to this position also serves as a key contributor to development and maintenance of comprehensive HRS policies and strategies, and serves as a key member of the leadership team within the HRS department, acting as director in the absence of the CHRO.

Position Details

Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.

Starting salary for this position is $80,000 - $87,500 per year commensurate with qualifications

Minimum Requirements

Bachelor’s degree in Business Administration, Human Resources or a related field; relevant experience may substitute for the degree requirement

Five (5) years progressively responsible, professional experience in human resource services, with one (1) year minimum collective bargaining and labor relations experience, including two (2) years of supervisory experience

Knowledge of:

Principles and practices of employee and labor relations, collective bargaining and employment laws

Human Resources theories, practices and techniques

Supervisory principles

Program development and administration principles and practices

Skill in:

Practical application of collective bargaining and employment laws

Effective written and oral communications, listening, presentation, group facilitation; influencing and negotiations

Application of processes for influencing performance management

Effective use of mediation and conflict resolution techniques

Computerized systems for word processing, spreadsheet applications and data bases to retrieve and analyze data and/or create reports

Coordinating activities with other internal departments and/or external agencies

Effective project and time management

Remaining tactful, clam, and persuasive in controversial and/or confrontational situations

Ability to:

Reconcile labor relations issues in the context of both existing labor agreements and desired future labor relations

Work with diverse academic, cultural and ethnic backgrounds of university students, administrators, faculty, and staff

Manage multiple complex projects concurrently

Analyze information and data necessary to define and discern cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances

Use surveys, interviews, and other studies to conduct research regarding human resource policies, compensation, and other employment issues

After thoroughly analyzing the information, makes recommendations on changes

Research and explain laws and legal affairs concerning employment to managers, supervisors, and employees

Advise and train managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances (develops further training as needed)

Collaborate with leadership on matters of policy and terms of memoranda of understanding before and throughout negotiation process

Collaborate with legal counsel and departments in the preparation for and participation in negotiation with employee and labor groups
