Job Summary and Scope
The employee relations director is responsible for coordinating and directing the employee relations programs and functions. Represents management in union negotiations. Implements and administers collective bargaining agreements. Provides advice and guidance to UNM Sandoval Regional Medical Center’s employees, management, and union representatives. The incumbent has the primary responsibility for employee relations, labor relations and administration of employee engagement and retention programs in accordance with the organization's mission, values and goals.
Essential Functions:
POLICIES AND PROCEDURES - Maintain established departmental policies and procedures, objectives, and quality assurance programs
PROFESSIONAL DEVELOPMENT - Enhance professional growth and development through participation in educational programs, reading current literature, attending in-services, meetings and workshops.
Serve as the hospital representative in all union matters pertaining to employee disciplinary actions, promotions, demotions, transfers, layoffs and wage and salary administration.
Formulates and recommends program goals and objectives in all areas of employee relations.
Maintains satisfactory labor-management relations through a variety of techniques such as quarterly
meetings.
Participates in collective bargaining negotiations and ensures compliance with collective bargaining
agreements.
Ensure compliance with implementation of provisions set forth in bargaining agreements.
Investigates problems such as working conditions, disciplinary actions, and employee and applicant
appeals and grievances. Provides guidance and recommendations for problem resolution to departmental
officials and individuals.
Oversees the development and implementation of employee relations activities, surveys and
engagement/retention efforts.
Design, develop and implement Labor Relation programs.
Coordinate and conduct personnel training sessions as requested.
Serve as mediator between employees and union representatives as requested.
Identify legal liability and confer with legal counsel.
Prepares and presents required and special reports related to employee and labor relations.
Advise administration and management on collective bargaining agreement provisions.
Evaluates, or reviews performance evaluations of, all department employees.
Effectively recommends hiring, promotion, termination, disciplinary and commendatory actions of all
assigned personnel.
Perform miscellaneous job-related duties as assigned.

Required Qualifications
• Union contract negotiations.
Education/Experience
Education:
Bachelor’s degree in human resource management or related field.
Licenses/Certifications:
Certified Labor Relations, mediation and negotiations, preferred
Work Experience:
Five years’ experience in a human resources management role and three years’ labor relations experience in a union environment.
Preferred Educational/Experience Requirements:
Union negotiations in a healthcare setting.
Conditions of Employment
Must pass a pre-employment criminal background check, reference checks and a post offer drug screen.
Must be employment eligible as verified by the U.S. Dept. of Health and Human Services Office of
Inspector General (OIG) and the Government Services Administration (GSA).

Working Conditions
Typical office and/or patient care, acute care hospital environment.
Must be able to travel locally between facilities and within the surrounding community.
