Job Summary

Responsible for the direction and planning of the CA Outside Plant Compliance Department. Establishes procedures, performance standards and best practices. Develops strategic direction of the department. Establishes goals, plans calendar, develops budget, plans and oversees projects and ensures personnel is in compliance with Company and federal safety and employment regulations. Develops and mentors staff. Participates in work performance reviews.

Core Responsibilities

Ensures proper resources are available for the training and continued education of Network Maintenance Technicians and management. Advises on all maintenance activities, proper work methods, quality standards and equipment.* Plans department calendar and creates operational and performance goals. Communicates activities and goals to management.* Establishes department safety regulations and ensures that they are in adherence to federal (OSHA) safety regulations.* Keeps safety and training manuals updated. Adds provisions as necessary and works with Human Resources and Legal on verbiage.* Creates and advocates performance standards and guidelines for field operations. Monitors ongoing work safety programs in compliance with OSHA standards. Promotes safety awareness (and OSHA regulations) in order to provide a work environment free from injury.* Develops and is accountable for adhering to department budget.* Facilitates the proper completion of all scheduled or on-demand service or maintenance work.* Oversees Outside Plant Compliance Team to ensure conformance with CPUC, FCC and Comcast Internal Standards on Inspection and Repair of Comcasts Aerial & Underground Plant in the State of California* Vendor Management for Business Partners completing Construction Plant Repairs, Plant Inspection and Vegetation Management * Acts as Incident Commander as required for the California Region* Oversee the ongoing maintenance, training and annual exercises for the Incident Management Plan and Business Continuity Plans for the California Region. Lead After Action Reviews and act as lead on plan changes* Attend meetings related to Resiliency, Business Continuity and Incident Management for Cities, County, State, industry groups such as CUEA. Act as Technical Point of Contact for California Office of Emergency Services (CAL-OES)* Oversees the 3rd Party In/Outbound Notification Program identifying conformance issues with other parties facilities. * Acts as a Subject Matter Expert for Comcast in Go 95/128 Rule Making Sessions in Partnership with the Regulatory and or Legal teams. Provide guidance to Technical Operations and Engineering Teams on new rule changes to ensure successful adherence to new rules * Oversee Annual Training for Comcast Employees and Business Partners related to GO95/128* Knowledge of GO 95/128, NTSC and other Industry Standards related to Telecommunication Networks * Partners with Corporate App Development Team on continued enhancements/development on Beacon and or other programs that are specific to support the California Regions specific regulatory needs * Makes changes and updates in policies, procedures and best practices using recommendations and knowledge of advances and changes in Network Maintenance technology and services.* Develops and mentors staff and monitors to ensure work performance meets Company standards. Participates in work performance reviews.* Consistent exercise of independent judgment and discretion in matters of significance.* Regular, consistent, and punctual attendance. Must be able to work nights and weekends, variable schedule(s) and overtime as necessary.* Other duties and responsibilities as assigned.
