SUMMARY
Eagle Eye, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Operations Manager to develop and lead federal construction programs out of our Colorado Springs, Colorado office. The Operations Manager is responsible for managing real-time operations of construction while facilitating the maximization of resources to achieve customer satisfaction, productivity, schedule adherence and economic goals. The Operations Manager is also responsible for the financial well-being of the various projects under their supervision. The Operations Manager also serves in a hands-on role in nearly every aspect of construction management to include hiring and supervising the project management team as well as creating and managing financials. This position has direct reports and is responsible for planning, directing and coordinating their activities.
ESSENTIAL DUTIES & RESPONSIBILITIES

General management of all operations pertaining to their construction program(s)
Identify opportunities that fit capabilities and strategy and present to the Vice President for Go/No Go decision
Help create and develop budgets for all construction program operations
Cost control and budget oversight. Includes tracking of billings, overall costs and budget projections using authorized reports
Monitor and allocate management labor on construction projects to ensure compliance with budget (overstaffed/understaffed) and control schedule
Monitor safety adherence on projects via audit
Monitor quality control adherence on projects via audit
Cultivate and manage customer relationships in the best interest of EEE
Understand and apply procedures to ensure positive cash flow on projects
Maintain line of communication with overall customers and EEE employees both upstream and downstream of operations
Setting and maintaining company culture to promote teamwork, positive work environment and productivity
Development of assigned staff through professional goals, education and mentorship
Work with team to find innovative means to complete projects under time and under budget
Must understand the status of ongoing construction projects and be able to provide updates as required
Must manage profitability of program(s) and have procedures in place to maintain and increase margins
Must understand any fluctuations in costs and cash flow for projects and office operations, and put in place and manage procedures for maintaining and preventing. Must be able to provide clarification and explanation of over/under budgets and billings when required, as well as put in place processes that prevent mistakes from reoccurring
Responsible for providing program financial updates as required
Must understand any safety and quality control issues related to program operations and must be proactive in addressing those issues
Must understand status of customer relationships and provide response to improve and/or maintain those relationships
Must set overall tone of communications within company and customers
Adhere to corporate policies and procedures and monitor program projects and employees for adherence to policies
Facilitate project proposal process and provide oversight and review of risks, profitability, and solicitation compliance
Must compile and review for accuracy all program reports as required
Accept responsibility of overall program direction and profitability
Understanding abilities of subordinates and utilizing those to the best of their abilities
Must review employee expense reports and understand and manage the associated costs
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications
4 year Bachelor’s Degree in applicable field
Minimum 15 years of experience working in the construction industry, with a minimum of 5 years in a supervisory role
Experience managing design-build contracts
Extensive experience and in-depth understanding of the strict requirements and regulations of federal contracting
Experience with OSHA and other regulatory requirements and industry standards
Experience creating and managing operational budgets
Knowledge, Skills, Abilities, and Other Characteristics
Excellent oral and written communication, customer service and interpersonal skills
Budget projections and cost analysis
Experience managing a team of direct senior reports
Fluency with P6, MS Project, Bluebeam, Prolog, Projnet, QCS, Contract Mgr, other various CM/Design Systems
Fluency with Microsoft Office software required.
Preferred
Holds an active professional engineering license
OSHA 30 Hr certification, USACE CQCM certification
Experience managing projects in occupied environments, specifically healthcare facilities
Experience managing both CONUS and OCONUS project locations
Ability to travel to various project locations as required

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
