SUMMARY

Bering Straits Native Corporation is currently seeking a qualified Human Resources Manager for the Anchorage office. This is a key position in the Human Resources (HR) Department that includes both leadership and hands-on activities. Under the direction of the Chief HR Officer (CHRO), the HR Manager plans and leads activities and projects in HR to support the organization’s mission and strategic objectives. This position guides and manages the overall HR suite of services for the company and its subsidiaries. This includes policy development and documentation, employee relations, recruiting and staffing, compensation and performance management, organizational development and training, and forming strategic partnerships with business units.

Customers consist of a diversified workforce of executives, site and operations managers, Service Contract Act (SCA), Davis Bacon Act (DBA), Collective Bargaining Agreement Union (CBA), hourly, and exempt employees. Incumbent is responsible for possessing and maintaining technical knowledge of related laws, practices, concepts, and trends. This position will hire, train, and manage other HR staff.

ESSENTIAL DUTIES & RESPONSIBILITIES

Plans and executes implementation and administration of following programs: employee and labor relations, policies and procedures, recruitment, training and development, records maintenance, HR Administration, training, and HRIS.

Oversees preparation and distribution of written and verbal information to employees of employment offer, company policies, and personnel actions, employee disciplinary and grievance process.

Receives and responds to employee concerns, complaints, and grievances.

Leads the Company’s progressive disciplinary process and administration and consults with managers and supervisors on employee relations matters as needed and prior to company-initiated separations. Includes SCA and CBA employees.

Oversees regulatory compliance with federal, state, and local regulations. Ongoing monitoring of the regulatory environment and associated internal policy/procedure updates to maintain company compliance.

Management and update of company compensation and incentive programs. Manage annual salary administration process.

Manages Affirmative Action Plan (AAP) development, modification, implementation, reporting requirements, and conducts management updates.

Directs performance of HR compliance-related functions, such as updating records and processing personnel and recruiting actions.

Leads creation and ongoing update of employee handbook and HR policies and procedures.

Leads creation and management of employee training within the HR purview.

Partner with business units to insure recruiting efforts are aligned with the needs of the organization.

Prepares special reports by collecting, analyzing, and summarizing information and trends.  Prepare and present reports to the executive team and managers.

Builds and maintains positive relationships with business units and operational managers.

Continuously review all HR activities for process improvement opportunities.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

Bachelor’s Degree in Human Resources, Business Administration, or related field.

Five (5) years’ of progressive experience within HR encompassing above areas, especially labor/employee law, recruiting, compensation, and training.

Two (2) years’ prior supervisory experience.

Experience with all facets of the Human Resources function, including employee relations, recruiting, compensation programs, training, regulatory compliance, etc.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of federal and state employment laws/regulations and familiarity with I-9, background checks, wage and hour, EEO, AAP, OFCCP, and other compliance processes. 

Ability to multi-task and be proactive in a fast-paced environment with frequently changing priorities, deadlines, and workloads.

Prior experience working with Human Resources Information Systems, including implementation, configuration, and upgrades.

Strong writing skills; to include experience in writing and implementing a variety of policies, including handbooks, procedures, and training materials.

Strong analytical and data management skills. 

Detail-oriented with strong organization skills.

Experienced and skilled in MS Office applications.  Advanced excel skills required.

Successful record of building and improving operational processes and procedures, ability to drive program efficiency and high levels of customer satisfaction.

Excellent written and verbal communications skills - ability to interface with all levels of the organization, specific strength in influencing decision makers as well as setting and managing expectations.

Experience identifying and resolving issues independently - solid sense of accountability and sound personal judgment.

Effective presentation skills to interface with various levels of employees and management.

Knowledge in the following areas: Analyzing Information, Financial Skills, Maintaining Employee Files, Compensation and Wage Structure, Benefits Administration, Resolving Conflict, Organizational Astuteness, Classifying Employees, Employment Law, Delegation and Employee Retention

Preferred

PHR/SPHR/GPHR or SHRM-CP/SHRM-SCP is highly desirable.

Deltek Costpoint Human Resources Information System experience.

Cognos or other report tool experience.

Experience in government contracting, including Service Contract Act, Davis Bacon, collective bargaining and union labor relations strongly preferred.

Prior knowledge and experience working with an Alaska Native Corporation.

This position requires the ability to operate conventional office equipment such as laptop or desktop computers, fax, phone, copiers, printers, and binding machines.  Requires ability to see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require frequent sitting, walking or occasional standing, lifting, pushing, pulling,  reaching, of items weighing as much at 25 pounds; near visual acuity to review written documentation; ability to hear and understand speech at normal room levels.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

May hire, oversee. manage, train, discipline, evaluate & reward performance of any direct reports.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results. Other duties as assigned.
